CAIRNGORMS NATIONAL PARK AUTHORITY Planning Committee Paper 11; 22nd April 2005 CAIRNGORMS NATIONAL PARK AUTHORITY FOR DISCUSSION Title: CONSULTATION REPORT for the FIRST PHASE OF THE LOCAL PLAN CONSULTATION. Prepared by: Norman Brockie: Planning Officer (Local Plan/Policy) Purpose To inform the CNPA Planning Committee of the results for the first phase of the CNP Local Plan community consultation, September to December 2004, and allow discussion as required. Executive Summary We decided early in the Local Plan development process, that one of our goals would be to maximise the involvement of the Park’s communities in the preparation of the Plan. Towards this end we recruited two Community Liaison Co-ordinators in May 2004; Anna Barton covers Badenoch & Strathspey, Jean Henretty covers Moray to Angus. Anna and Jean were tasked with developing community links and communication networks, as well as recruiting local volunteer ‘facilitators’ to help with the consultation. The 23 Community Councils/Associations in the Park were also offered various options for running the consultation process within their own area. In September 2004 we issued a community profile and questionnaire to every household and business within the Park, and over 1400 were returned. The questionnaires were then collated and analysed; the results of which formed the basis for the community meetings. Each of the 23 community areas within the Park had at least one main meeting, and often several smaller ones, most of which were organised and run by the local facilitators and the Co-ordinator. Over 1600 people attended the 46 meetings that were held; the format was generally an informal ‘dropin’ session where they could view the questionnaire results, stick idea pins/flags in a map, fill-in comment sheets and talk to staff. This Consultation Report is a record of results for both the questionnaire and the community meetings, which form the first phase of the Local Plan consultation. These results are now used to help us develop the Preliminary Draft Local Plan, for which we will have the phase 2 consultation from June to September 2005. --------------------------------------------------------------------------------------------------------------
